5/18/2012 - MAXWELL AIR FORCE BASE, Ala. – To remember those who gave the ultimate sacrifice and foster a sense of camaraderie among River Region agencies, the 42nd Security Forces Squadron hosted Police Week events this week at Maxwell Air Force Base.

“Their sacrifice was in one word – noble,” said Maj. Tony Castillo, commander of the 42nd Security Forces Squadron. “It was noble sacrifice that each officer made every day, putting others ahead of themselves to serve and protect the communities that they lived in.”

Events included a breakfast Monday, retreat ceremony featuring retired Chief Master Sgt. Brye McMillon Tuesday and two competitions. The Battle of the Badges Thursday included a tug-of-war competition, basketball tournament and softball home run derby. Today’s second annual Warrior Challenge aims to find the fastest, most-agile, best shooting two-person team in the River Region.

Police Week also is a chance for base personnel to spend time with city, state and county law enforcement officers, who work together to keep the community safe.

“(This week) allows us to foster and strengthen our relationships in the chance that one day we might have to work together,” said Staff Sgt. Brandon Barnes, the noncommissioned officer in charge of physical security for the 42nd Security Forces Squadron.

During the events, law enforcement personnel share stories and experiences, strengthening bonds.

“I believe it is interesting for both sides to hear our different stories,” Barnes said. “Our military security force members get to share stories about being downrange in support of (Operation Iraqi Freedom), (Operation Enduring Freedom), (Operation New Dawn), while our community partners get a chance to share some of their local experiences.”

Police Week also honors the families and friends of law enforcement personnel, those who support them and keep their memories alive.

Castillo quoted an unknown author: “Death leaves a heartache no one can heal. Love leaves a memory no one can steal.” He said these words are poignant during Police Week. “No truer words were ever written,” he said of the officers’ love for their families, dedication to their professions and ultimate sacrifice, which will not be forgotten.

QUESTION: My husband and I purchased our first home in 2011. The home is a four-story townhouse in Washington, D.C. Built in the 1880s, it has had many owners and updates.

After living in the home, we noticed the home shakes every time a truck drives down the street. The home is four stories tall and has a basement. If we slam the door, the second floor shakes. The seller was a real estate agent and had the home for several years. He did not disclose this, and now we think the home has serious and costly structural problems. The shaking just isn’t normal. Do we have any recourse?

ANSWER: Unless you know that the house has serious and costly structural problems, you probably don’t have much to complain about. You knew you were buying a home from the 1880s. It’s about 130 years old and is still standing. When the home was built, there were only horse-drawn carriages going down the street, and now you have trucks that are many tons in weight going down your street. It has probably been shaking this way ever since trucks started going down the street.

Presumably, you had an inspector come to the home and go through it before you bought it and did not find any deficiencies in the construction — or at least you decided to buy the home, anyway. The only way you’ll know for sure whether the house has structural problems is to hire a structural engineer to investigate. If you hire a structural engineer, even if he or she finds that the house is not built to today’s standards, that does not mean that it is deficient. The structural engineer will have to find that there has been some recent or new deficiency in the structure that is causing the shaking problem.

Even if you find out that there is a deficiency in the home, shaking alone may not constitute a sufficient problem for the seller to know that the home had a deficiency that needed to be disclosed to you.

There may be a way to make the problem better by installing additional supports or taking other action; you can see what it would cost to do so. But taking that action may be like improving the home and not a true fix to a deficiency that needed to be disclosed to you.

If you buy an older home and some of the elements of the home have aged and become weak, the seller has to disclose to you any problem they know about as a result. If the seller knew, for example, that a center beam of your home was cracked and deteriorated and could fail at any time, it would seem that the seller should have disclosed that to you. However, if the roof of a home is old but is not leaking, and you move into the home and it then starts leaking, you can’t blame the seller for the leak or for the cost of replacing an old roof. You knew the roof was old, and an old roof can start leaking at any time.

You have to take responsibility for your actions and the purchase you decided to make. You need to review the situation, get some expert advice from people who are familiar with homes like yours. You might start by asking your neighbors who live in homes of similar age whether their homes shake when a truck drives past. Assess what, if any, corrective action must be taken, and then talk to an attorney when you have all of this information.

If the fix to your problem is relatively inexpensive, you may want to do it and move on. If the fix looks to be quite expensive, then you may have to investigate the problem more and then determine whether any disclosure laws were broken and whether the seller would have any liability for nondisclosure.

Tell us how things end up once you gather more information.

The median home value in Menlo Park, Calif., the home of Facebook’s headquarters, is $1 million, up 4.5 percent year-over-year according to the Zillow Home Value Index.

Old and new Facebook workers are buying up property in the Bay Area, adding to the demand from tech workers at nearby companies like Google, Zynga and LinkedIn.

In the nearby town of Cupertino, home of Apple Inc., the median home value is also $1 million, up 1.6 percent year-over-year, according to Zillow.

Around the time that Facebook announced its IPO and started its road show, there was an influx of multi-million dollar real estate coming onto the market in Silicon Valley, said Zillow chief economist Stan Humphries.

“Sellers clearly want to take advantage of those reaping rewards from this historic financial event,” Humphries said.

Home prices have already been rising in many high-end neighborhoods and cities in the area, and Humphries said he expects they will continue to increase as the young Facebook IPO beneficiaries look to make moves in the real estate market.

He said he knows sellers who have waited for two years, not yet listing their homes in anticipation of the IPO.

While Facebook’s headquarters are in Menlo Park, Dreyfus said the hottest area is in neighboring Palo Alto.

“Palo Alto is ground zero for all of this, particularly because the younger money has always preferred Palo Alto because it’s a more urban environment,” Dreyfus said.

Downtown Palo Alto, by Stanford University, has numerous coffee shops, a movie theater, restaurants and bookstores.

“The schools are excellent, you can send your kid to public school and you are in the mix,” Dreyfus said.

Dreyfus said the dotcom bubble and Google’s IPO have educated property owners into becoming “savvy sellers.”

“They’ve seen this song before, they think they can play it, and they may be right,” said Dreyfus, who knows sellers who have held off and not responded immediately to increasing demand.

One reason for sellers’ patience may be that companies and some regulations prevent some stockholders from selling their shares until a specified time. That “lockup” period means Facebook employees won’t be using stock proceeds to buy homes in cash just yet. The period may be 90 days for institutional buyers and 180 days for employees. Companies like Zynga and LinkedIn have inititated more than one lockup period. Some lockup periods can encourage employees not to sell stock for as long as a year.

While most of his clients have been established executives who have moved to California to work at tech companies, the homes Dreyfus sold to Facebook employees in the past two years tend to have been to young families.

“I’m 50, so they all seem really young,” he said.

When asked if he was participating in any Facebook employee-related sales on Friday, Dreyfus said one of his two offices was planning to host a party celebrating the IPO’s completion.

“We’re tired of hearing about it,” Dreyfus said. “Imagine that every real estate conversation has worked Facebook in.”

Though grateful for the boost from Facebook and every other tech economy, he hopes people will focus on living “fundamentals.”

“The story is about all the companies in the Valley and how well they’re all doing,” he said. “And we want everyone to take a deep breath because we are really fortunate to live in this place.”

5/18/2012 - MAXWELL AIR FORCE BASE, Ala. – Spouses took part in more than 25 events and programs as Maxwell Air Force Base celebrated Spouse Appreciation Week May 7-11.

“It is a week to say ‘thank you’ for all our military spouses do here in the Maxwell Air Force Base community, and I sincerely hope that our military spouses realize how appreciated they are,” said 2nd Lt. Tamara Duff, project officer for Spouse Appreciation Week.

The week began with an information fair and visit from Suzie Schwartz, wife of Chief of Staff of the Air Force Gen. Norton Schwartz. Events included a tour of the greenhouse, discounts at the bowling centers and Cypress Tree Golf Course, True Colors personality assessment and a 5K walk-run.

“It is an honor to be able to provide spouses the opportunity to have a day with free childcare, free lunch and lots of great information on resources they have, or to give them an opportunity they might not ordinarily have like watching a military working dog demo or flying on a C-130,” Duff said.

One of the goals was to develop an understanding of how the Air Force operates and how spouses play a role in the mission.

“The motivation for the events for the week was to orient the spouses of Maxwell Air Force Base with the mission,” Duff said. “We incorporated events such as the military working dog demonstration, firehouse tour and a C-130 orientation flight to help our spouses better understand and experience the mission here at Maxwell Air Force Base.”

Military working dog demo
About 20 adults and 10 children learned about security force’s working dogs during a demonstration May 8.

Many spouses had seen the kennels at Maxwell and wanted to learn more.
“If I wanted to see the kennels, I needed to take advantage of this opportunity,” said Kym Robertson.

Tech. Sgt. Steve Montez, the kennel master, gave a tour of the facility, including the veterinarian clinic. “In here, we can maintain everything,” he said of the full-service facility.

In the gated training area, trainers demonstrated how the dogs respond to commands and threats.

“Basic obedience is the foundation of everything we do,” Montez said. To make certain the dogs are at their best, the Airmen train them every day to ensure they have total control of the animals.

One of the trainers’ goals is to keep the dogs happy, which develops a more effective working relationship. “You want the dog to work with you because he likes you, not because he’s afraid of you,” Montez said.

This relationship was obvious to the spouses.

“The dogs are happy, they enjoy what they’re doing and they work as a team,” said Vicki Law.

Education benefits briefing
Nate Baker, and academic advisor from the education office, talked to spouses May 8 about financial aid opportunities and benefits.

Those interested in learning more about their ideal career can use the discover computer program, which measures a person’s interests, values and needs. The assessment helps users discover an ideal career goal, identify the education needs for that career and lists the schools offering those educational programs.

Baker encouraged spouses to visit the education office to learn about financial resources. “The cost of higher education is going up every year,” he said. “But once you have your education, no one can take it away from you.”

Spouses should contact base agencies, including Army and Air Force Exchange Service, Defense Commissary Agency, spouses clubs and Military One Source, to learn about scholarship opportunities, he said.

Certain benefits for active-duty service members can be transferred to spouses, such as the Post-9/11 GI Bill. The education office can help spouses and service members take advantage of these financial aid opportunities.

Baker also said spouses should look into online degree programs and institutions in the Servicemembers Opportunity Colleges consortium, which can create continuity during permanent changes of station. The education office also helps people find military-friendly schools.

For information, call 953-5959.

C-130 flight
About 40 spouses got an aerial view of Maxwell and Montgomery May 10 from a C-130, courtesy of the Air Force Reserve’s 908th Airlift Wing. This is the second time the 908th has offered an orientation flight during Spouse Appreciation Week.

“I had the honor of flying last year,” said Sandi Killough, wife of 42nd Air Base Wing Commander Col. Brian Killough. “You’re about to have the time of your life.”

For Natalie Connell, this was a chance to learn more about what her husband does when he flies. This flight also added to her “collection” of military planes, after flights on a C-17 and C-5.

“Every plane is different,” she said. “If you haven’t been on a military flight, it’s a great opportunity to see the difference between commercial and Air Force flights.”

Colonel Killough spoke to the spouses during the orientation briefing, telling them that this flight links them into the greater mission. The more they learn about the Air Force and Maxwell operations, the more they become part of the team.

He said he was pleased the 908th Airlift Wing and the 42nd Air Base Wing were able to work together to provide the opportunity for spouses.

“It’s a chance to give back to you and say ‘thank you,’” he said.

The big real estate news in celebrity circles? Ellen DeGeneres finally sold her home, selling it to fellow star Ryan Seacrest, and Jennifer Aniston and Justin Theroux are renting in Beverly Hills while their modern home is renovated.

Ellen DeGeneres and Portia De Rossi’s home is a midcentury modern.

Even in Hollywood circles, $49 million is a hefty chunk of change to put down on a home. But for uber-producer, television host and radio personality Ryan Seacrest, Ellen DeGeneres’ and Portia de Rossi’s custom and very private estate, pictured above, was worth it.

Shortly after Seacrest listed his longtime Hollywood Hills home on the market, he made an offer on DeGeneres’ and de Rossi’s enormous Beverly Hills abode, TMZ reports.

DeGeneres and de Rossi listed it as a pocket listing through the Westside Estate Agency in October 2011 and bought their own new place, Brad Pitt’s former Malibu bachelor pad, for $12 million in December 2011. And although DeGeneres earns a whopping $45 million a year, even she may have been feeling the pressure of having a home linger on the market.

What accounts for the hefty price tag? Beverly Hills real estate comes at a huge premium. According to property records, DeGeneres bought the home for $27,000,270 in September 2007. Shortly after, she bought the neighboring parcel to add to the estate, creating a property that takes up nearly a full city block. Add in the gated drive leading to the midcentury modern house, high-end security, a pool, tennis court and guest houses: It’s easy to see how the value of the property escalates.

Seacrest is paying a ton, and he can afford it, but at least he’s also getting a slew of custom interior features like multiple private home offices, a mediation room, personal gym, lap pool, enormous shoe closets — all serving to boost the home’s appeal.

Despite the custom design, DeGeneres is known for hopping houses. When Architectural Digest featured the home, she revealed that her family always rented growing up, and since then she’s had an affinity for buying homes, designing them and then moving on to the next one.

Whether Seacrest will follow suit remains to be seen. With a new gig at NBC and continued earning power as Hollywood’s A-list host and “American Idol” front man, he’s earned the right to plunk down his millions on one of Los Angeles’ priciest celebrity homes.

The queen of real estate, otherwise known as Jennifer Aniston, is at it again!

Or, rather, the queen of real estate turnover is at it again.

In the past year alone, Aniston sold her beloved “Ohana” estate, bought and then sold two New York City penthouse apartments, and plunked down $20.97 million for a new love nest in Bel-Air.

More recently, the celebrity real estate rumor mill has been buzzing with news that the Aniston and current boyfriend Justin Theroux are on the move yet again while they remodel their Bel-Air mansion. The “Wanderlust” co-stars have reportedly scooped up a rental property in the highly sought-after 90210 neighborhood.

The $40,000-per-month rental first hit the market last summer as a for-sale listing at $14.9 million. But after a series of price reductions, Aniston snatched it up for temporary quarters. The gated contemporary features five bedrooms, 6.5 bathrooms and 6,500-square feet of living space.

A Zen-like vibe is quite apparent upon entering the property. The entryway is suspended above water features and leads to a hand-carved front door. According to the listing, views of the ocean can be seen from nearly every room and there’s the kind of open space that makes for perfect entertaining. Amenities also include a zero-edge pool and spa, an outdoor cooking area, outdoor shower, state-of-the-art home theater and temperature-controlled stone wine room.

Zillow

The kitchen features stainless steel high-end appliances.

Installed at 30-1 odds, Tiger Walk is the first thoroughbred from Plank’s Sagamore Farm to compete in a Triple Crown race. And his participation in the 11-horse field represents another fast-track success for Plank, who plunged into the horseracing business five years ago with the goal of restoring an historic Maryland landmark and reviving a once-proud industry in his home state.

“Carrying the Maryland banner means a lot to us,” said Tom Mullikin, general manager of Sagamore Farm and a former high-school football teammate of Plank’s.

The two grew up in Montgomery County watching the Preakness on television. As teenagers they took in the pageantry and parties from the raucous infield. Saturday they’ll be cheering on their stable’s point of pride against a field that’s expected to be dominated by Kentucky Derby winner I’ll Have Another and the speedy runner-up, Bodemeister.

“We realize we’re long shots,” Mullikin said of Tiger Walk, who finished fourth in the Wood Memorial at Aqueduct. “But he’s doing well, so we’re going to give it a shot.”

Tiger Walk doesn’t have to win, or even place, to make the day a success for Sagamore Farm, a majestic, 530-acre property once owned by Alfred G. Vanderbilt, which lies roughly 15 miles northwest of Pimlico. In the context of Plank’s long-term goal of breeding the next Triple Crown winner, Saturday’s race represents a coming-out party on a hospitable dance floor.

“It’s a big dream to have horses in the Triple Crown from Sagamore,” says lead trainer Ignacio Correas IV, who has worked with the Kentucky-bred Tiger Walk since he was purchased as a yearling. “Maryland is our home base. We live here. We train here. To be in a Triple Crown race at home, it’s more than you can ask.”

Tiger Walk is familiar with Pimlico, having trained on its course before. And he’s sure to have the biggest throng of corporate supporters of any 30-1 competitor entrant in race history. Plank, now 39, has long used the Preakness to entertain Under Armour clients and friends. With Tiger Walk running, the ranks of well-heeled revelers will swell.

No corporate tent looms larger in Pimlico’s infield than that of Sagamore Farm, adorned with Under Armour logos and occupying prime, trackside real estate near the entrance of Turn 1. Saturday it will be filled with high-profile college coaches and professional athletes.

Tiger Walk will also be cheered in Alabama, given that his name pays homage to Auburn football’s pregame ritual in which the players (outfitted in Under Armour gear) walk through a gauntlet of fans in what’s known as the “Tiger Walk.”

Correas describes Tiger Walk as a gentle, kind and hard-working horse. Cornering isn’t his strength, however — to the point that Mullikin wishes the 13/
16-miles Preakness were run entirely on a straightway, with no turns at all. So to compensate, Correas will send Tiger Walk out with blinkers.

“He was losing ground in all of his races in the turns,” Correas said. “It’s like he was losing interest, but then he always finishes very strong. So we want to give him a little more focus.”

He’ll start Saturday’s race from the unenviable No. 1 post but have the benefit of Hall of Fame jockey Kent Desormeaux, a two-time Preakness winner (Real Quiet, 1998; Big Brown, 2008), aboard.

And in a field of 11 thoroughbreds, even the far-fetched is possible.

“That’s the great thing about horse racing,” Mullikin notes. “Surprises can come from anywhere.”

BEIJING May 18 (Reuters) – Here is a look at the latest
news, numbers and more from China’s real estate market.

Investment in the property sector accounted for 13 percent
of China’s gross domestic product in 2011.

In response to soaring prices, Beijing has rolled out an
array of measures since late 2009 to rein in property
speculation and has won some success. House prices have fallen
from record highs since October, 2011.

But China’s vows to keep its property curbs in place have
fueled worries that they may further drag on an economy that is
already cooling, and saddle banks with more bad loans.

REUTERS NEWS

May 18 – Chinese home prices fell 1.2 percent for a second
month in April from a year earlier, a trend likely to continue
as the government has already reaffirmed efforts to pull them
back to what it calls “reasonable levels” to ease social
discontent.

May 17 – China will stick to its stance of curbing
speculative property demand while supporting purchases for home
use, the housing ministry said, dashing hopes of policy
relaxation despite slowing economic growth.

May 17 – Chinese property developer Shui On Land Ltd
has no plans to acquire new sites any time soon as it
expects no major relaxation in government efforts to curb real
estate speculation until 2013, its chief executive Freddy Lee
said.

May 15 – China’s insurance regulator will allow insurers to
invest in a wider range of corporate bonds and relax limits on
equity and real estate investment, granting them greater freedom
to seek higher returns and play a stronger role in the financial
system.

May 14 – China Vanke, the country’s biggest
listed property developer by sales, has agreed to pay HK$1.1
billion ($142 million)for a 74 percent stake in Hong Kong-listed
Winsor Properties Holdings Ltd, the company announced.

May 11 – China’s annual real estate investment growth slowed
to the lowest pace since the global financial crisis, official
data showed, stoking expectations that curbs on the property
market may be eased.

May 8 – China’s eastern city of Yangzhou announced that it
would subsidise purchases of fully furnished homes, a move that
appears to contravene Beijing’s two-year campaign to curb
speculation and rein in housing inflation.

DATA

- China’s Ministry of Finance said it dispatched special
funds of 10.5 billion yuan recently to help local governments
build low-rental homes and 21.2 billion yuan to help rebuild
shanty towns.

- China plans land supply of 172,600 hectares for housing
construction in 2012, up 21.3 percent from 2011′s actual amount
of state land sold to developers, the Ministry of Land and
Resources said.

- China’s outstanding trust funds to the property sector hit
687 billion yuan at the end of March, down 0.24 percent from the
end of 2011, marking the first fall since 2010, data from the
China Trust Association showed.

- China’s capital city of Beijing has rejected 14,000
families’ applications to buy homes since February 2011 as they
do not meet purchase requirements and first-time home buyers now
account for 90 percent of total home purchasers, local housing
bureau said.

- A total of 7,000 hectare of land was illegally used as
collateral to get 56 billion yuan ($8.87 billion) of loans in
2011, the Ministry of Land and Resources said, after an
investigation covering 31 cities.

- China Overseas sold Everbright Mall in Chinese
southern city of Guangzhou to Pramerica Real Estate Investors in
a deal worth $318 million, broker Jones Lang LaSalle said in a
statement.

- Property projects from abroad accounted for about 20
percent of total exhibited in the Shanghai Real Estate Spring
Fair from April 29 to May 2, Colliers International cited the
organizer as saying in a report.

CHINESE PRESS

May 15 – Shanghai issued new rules to prohibit unmarried
residents from buying a second home as part of the government’s
efforts to close loopholes in previous purchase restrictions.
(China Securities Journal)

May 8 – Chinese cities of Shenyang and Guangzhou joined
others in making it easier for first-time home buyers to borrow
from housing provident funds, which offer much lower mortgage
rate than banks. (Shanghai Securities News)

May 7 – Some housing projects in Beijing that raised prices
recently suffered a slump in transactions. (Beijing Youth Daily)

May 6 – More and more banks in China’s southern city of
Shenzhen have started to offer discounts on mortgage rates to
first-time home buyers, to as low as 15 percent off the
benchmark rate. (Southern Metropolitan Daily)

May 5 – The Industrial and Commercial Bank of China has
suspended mortgage rate discount to first-time home buyers and
raised it back to benchmark level, although other banks are
still offering 15 percent off. (Shanghai Morning Post)

May 4 – The average home sale price of Vanke, China’s top
developer by sales, hit a 32-month low of 9,700 yuan per square
metre in April, the company said. (China Business News)

THEY SAID

- “Currently, China still has large and authentic housing
demand for families’ own use. Developers still have room to cut
prices and boost sales, however the room for housing investors
and speculators has largely been squeezed.” (Zhang Xiaohong,
vice head of property market supervision at the Ministry of
Housing and Urban-Rural Development)

- “If housing new starts continue to fall, it will probably
affect market supply next year. However, the problem of supply
does not deserve too much attention so far.” (Cai Suisheng, head
of Guangdong Real Estate Association)

CHEYENNE – A local dentist and retired Air Force colonel has announced he will enter the Wyoming Legislature’s House District 7 race.

James Kretzschmar is the second candidate to announce a run for the seat’s Republican nomination.

“I’ve had a career of service of 33 years in the medical profession, 25 years of which were in the military,” he said. “I would like to continue on this path of service, utilizing my leadership skills and experiences through the years for the good of Wyoming.”

House District 7 is an open race after Rep. Bryan Pedersen, R-Cheyenne, said last week that he will not seek another term.

Sue Wilson, a local businesswoman and former teacher and health-care administrator, announced her campaign for the Republican nomination last week.

Joe Fender, a Cheyenne firefighter, is also running for the seat as a Democrat.

House District 7 includes northwest Laramie County and parts of northern Cheyenne.

This is Kretzschmar’s first attempt to run for public office.

“I would describe myself as a very conservative person,” he said. “I believe in self motivation and relying more on yourself than the government for support.”

Kretzschmar practices dentistry part time as a contractor to local military units.

He previously worked as a dentist throughout his military career and is a former commander of the 49th Aerospace Medicine Squadron at New Mexico’s Holloman Air Force Base.

He said the Legislature could be benefited by adding more people with experience in medical fields.

He said his background would help in his goal to stop the “ever-increasing budget requirements” from the Wyoming Department of Health’s budget.

“We need to take a serious look at where that money is being spent,” he said.

In addition, he said Wyoming needs to continue diversifying its economy by attracting more technology jobs to the state.

“I think we need to actively go out and recruit some of these industries,” he said. “There are ways to do that, and I know the governor set aside some dollars to make that happen, and I think we need to sort of develop that.”

He said the state must invest more in its highways and improve its education programs to also achieve that goal.

“These types of jobs we are looking at are going to require a lot of science, technology, engineering and mathematics,” he said. “I think we can look in the Department of Education to strengthen some of those disciplines.”

He said he does not have specific ideas at the moment of how to accomplish this. But he said he would like to involve teachers and get them interested in achieving those goals.

Kretzschmar moved to Cheyenne in December of 2008. He grew up mostly in Fort Worth, Texas, but he has been stationed across the country during his military career.

If elected, Kretzschmar would receive the standard state legislator’s salary, which is $150 per day of work during the session and interim committee meetings.

Lawmakers are also eligible for a $109 per diem for each day of work.
